How to remove Homeland Security Virus Asking for $300

Homeland Security virus locked my computer. I have no idea how to unlock it. I tried to get in safe mode, but the virus page popped up. Is there a way to get rid of it without formatting my hard drive? I’m freaking out now. Please help! ......
